Questions about AEO

What is AEO and who governs it in India?
AEO (Authorised Economic Operator) is a status granted by CBIC to trusted traders meeting defined security and compliance standards. It is governed by Circular No. 33/2016-Customs and administered by the Directorate of International Customs (DIC).
Who can apply for AEO certification?
Any entity involved in international trade — importers, exporters, custodians, warehouse keepers, freight forwarders, CHAs. General entities need 36 months of operation and 25 customs documents. MSMEs need only 24 months and 10 documents under Circular 54/2020.
What is the difference between T1, T2 and T3?
T1 is online self-declaration with basic benefits. T2 involves physical security assessment (Annexure E.5) and offers DPD, deferred duty and 50% BG waiver. T3 requires full supply chain partner integration, offers 100% BG waiver and is MRA-eligible.
What is an MRA and how does it benefit my business?
Mutual Recognition Agreements allow India AEO holders to claim equivalent facilitation benefits in partner countries. India has 11 active MRAs — with South Korea, Hong Kong, USA, UAE, Australia, Japan, Singapore, New Zealand, Russia, South Africa and Taiwan — meaning expedited clearance and fewer inspections for your shipments across all partner countries.
How long does AEO T1 certification take?
For MSMEs, T1 applications are typically processed within 15 working days. General applications take up to 30 working days. T2 and T3 involve field visits and typically take 3–6 months depending on the Commissionerate.
What MSME relaxations are available under Circular 54/2020?
MSMEs with UDYAM registration need only 10 customs documents (vs 25) and 24 months of operation (vs 36). Bank guarantee requirements are also proportionally relaxed. T1 MSME applications are processed in 15 working days.
